Russian drones attacked Ukrainian energy facilities overnight and on the morning of 16 October 2026. Grid operator Ukrenergo reported fresh power cuts in Kyiv and eight regions that morning, with repair crews starting work wherever security conditions allowed.
A Ukrenergo statement quoted by the Ukrinform news agency listed the Kyiv, Volyn, Odesa, Zaporizhzhia, Dnipropetrovsk, Kharkiv, Sumy and Chernihiv regions. Kyiv was listed separately from the surrounding Kyiv region, meaning the outages affected the capital and eight regions, rather than nine regions.
The list identifies areas experiencing new disruptions to electricity supplies. It does not confirm that an energy facility was directly hit in every region named.
Repairs and electricity restrictions
Limits on industrial power consumption and scheduled hourly power cuts were planned in some regions until the end of the day. Ukrenergo also said emergency repairs had begun, with work dependent on the security situation.
The statement described conditions on the morning of 16 October, rather than a final assessment of the damage. It did not establish when electricity would be restored to everyone affected.
Euronews reported on the latest wave of attacks in the context of threats to energy supplies ahead of winter. The immediate consequences reported by Ukraine’s grid operator were further outages and the need for repairs, while restrictions on electricity use applied in parts of the country.
